Through meticulous research, this book examines the Watertown Police Department's hiring of a former Massachusetts State Trooper fired for dishonesty and civil rights violations, with 4 green card marriages in 11 years, living 58 miles out of state in violation of residency rules—and his appointment as a trainer.

It details how FBI LEEDA-trained command staff utilized color of law to secure an out-of-district temporary restraining order to re-adjudicate a Manchester, New Hampshire superior court loss. It also details the school hold-in-place command staff caused during their organized campaign to silence the whistleblower.

Ultimately, the work investigates attempts to silence whistleblowers who report civil rights violations, immigration discrepancies, perjury, fraud on the court, intimidation, harassment, and dishonesty to city hall.
